Singapore’s Integrated Healthcare System is Aligned with eGov2015, says IDC Health Insights

Singapore and Hong Kong – September 29, 2011 – Singapore's healthcare organizations are in the final stage of their technological journey, which is the creation of a nationwide Electronic Health Record (EHR) system. This is made possible by the government's focus on the creation of healthcare clusters, cost containment, and achieving semantic interoperability between the various service providers and their disparate information systems. This initiative in line with the Singapore e-Government Masterplan 2011 – 2015 (eGOV15).

The government of Singapore sees this journey not only as a technological one, but also a business and clinical transformation process. More insights are revealed in IDC Health Insights' latest study, "Health Insights Country Report for Singapore"(September 2011, Doc # AP9296309T.

"In view of the Singapore government's emphasis on integrated care and cost containment, ICT services, such as data standardization and integration, and performance efficiency through analytics, should be the focus of IT vendors serving Singapore’s healthcare providers," says Sash Mukherjee, Senior Market Analyst, IDC Health Insights Asia/Pacific. "Similar to the Accenture-led consortium which won the Australian contract based on their performance in the Singapore healthcare setting, vendors can benefit immensely from their presence in Singapore".

The first phase of the National Electronic Health Record (NEHR) project has laid a very strong foundation for the implementation of advanced functionalities.

The next-generation hospital in Singapore will be able to focus on multiple achieving clinical excellence, stakeholder satisfaction, operational integration, and business efficiency. Along with the need for cost containment and interoperability in the healthcare sector, we will see an increased usage of analytics, including business, clinical and operational intelligence. Ultimately, the Hospital Information Systems (HIS) will be used to drive business and clinical intelligence applications, and supplement clinical and operational systems capabilities.

Highlights of this report include:

The government's role as the dominant healthcare provider allows it to influence healthcare provision, including the private sector.

Singapore has developed a reputation for being a centre of medical excellence. While India and Thailand, due to more competitive pricing, are considered as market leaders for medical tourism in the region, Singapore is also an extremely popular destination. The government estimates that the medical tourism figures will reach the one million mark by 2012.

Ministry of Health Holdings (MOHH) has recently announced a Personal Health Management (PHM) solution, which is projected to enable individuals to better access their healthcare information. This move clearly supports Singapore's need to shift the focus out of the hospital walls through to the entire care continuum and ultimately into individual homes. This will give an extra incentive to the creation of innovative personal health services, which include both mobile and web applications.
